Greetings! We hope you had a sunlit and rejuvenating week! This week's top stories include what you need to know about alcohol facts statements, another installment in our Who We Are and What We Do series, and a list of the past week's top turnaround times pages at TTB.gov.

WHAT YOU NEED TO KNOW ABOUT OPTIONAL ALCOHOL FACTS STATEMENTS

We've been asked whether per-serving and per-container alcohol content information may be placed on labels and in advertisements that do not also contain nutrient content information.  In response, we've recently added several FAQs to TTB.gov that explain more about the optional use of Alcohol Facts statements, or Alcohol Facts panels.

OFFICES—TTB FIELD OPERATIONS

The National Revenue Center (NRC)

What We Do:

  • Collect tax revenues
  • Screen applications
  • Issue permits and approves notices or registrations
  • Reconcile returns, reports, and claims
  • Provide technical assistance to TTB employees and industry members on related laws and regulations

Tax Audit Division (TAD)

What We Do:

The Tax Audit Division is staffed by professional auditors who came to TTB with different backgrounds, including auditors from federal and state government agencies and individuals from outside government. Audits are completed using an agreed-upon set of policies and procedures. A full-scope audit includes the examination of many areas of a taxpayer's records including general ledgers, inventory and production systems, and automated data processing as they relate to compliance with federal laws and regulations. TTB auditors also examine internal controls as they relate to the preparation of operating reports and tax returns.

Trade Investigations Division (TID)

What We Do:

The Trade Investigations Division (TID) is comprised of investigators who ensure industry compliance with the Federal Alcohol Administration Act, the Internal Revenue Code, and all related regulations.

TID investigators:

  • Ensure only qualified applicants are granted permits to engage in the production and distribution of alcohol and tobacco
  • Investigate allegations of trade practice violations in the marketplace
  • Examine Certificates of Label Approvals (COLAs) to deter unauthorized usage
  • Promote voluntary compliance with the laws and regulations enforced by TTB
  • Prevent misleading labeling and advertising of alcohol beverages
  • Insure public safety by responding to credible information suggesting a health-related contamination or adulteration of an alcohol product
  • Conduct investigations of suspected alcohol or tobacco tax evasion

Intelligence Division (ID)

What We Do:

The Intelligence Division (ID) collects, analyzes and shares intelligence with other TTB divisions to enforce laws and regulations. ID includes the Risk Management Branch (RM), which develops, implements, and analyzes risk for Field Operations.

ID responsibilities include:

  • Collecting information from other TTB divisions and commercial and law enforcement databases
  • Coordinating intelligence efforts with counterparts from other state, federal, and foreign intelligence and law enforcement organizations
  • Analyzing intelligence to (1) identify potential targets and schemes for audit or investigation by Field Operations and (2) support open cases
  • Distributing intelligence to other TTB divisions using reports, referrals, or information papers
  • Using risk management principles to help guide the Tax Audit Division (TAD) and the Trade Investigations Division (TID) annual operating plans
  • Administering the TTB-IRS Interagency Agreement by investigating and preparing criminal cases for prosecution that involve violations of tax and trade laws under TTB's jurisdiction.
