TTB PROPOSES MANTON VALLEY VITICULTURAL AREA On January 14, 2014, we published Notice No. 141, a notice of proposed rulemaking, proposing to establish the 11,178-acre Manton Valley American viticultural area in portions of Shasta and Tehama Counties in northern California. The proposed viticultural area is not within, nor does it contain, any existing viticultural area. Visit Docket No. TTB-2014-0001 at Regulations.gov to view copies of Notice No. 141, as well as select supporting materials and any comments we receive about the proposal. You can also submit comments online about this proposal. Please see Notice No. 141 for alternative methods of commenting. Your comments on this proposal are due on or before March 17, 2014. USE REGULATIONS.GOV TO SUBMIT ELECTRONIC COMMENTS ON RULEMAKING PROPOSALS At Regulations.gov, the federal e-rulemaking portal, you can submit your comments on proposed regulations and certain other documents published by U.S. federal government agencies. You can also use the site to search and review any federal agency's regulatory documents, as well as comments submitted by others. On the Regulations.gov website, each regulatory proposal or other project with an open comment period is contained in a "docket." For the quickest way to locate a given TTB regulatory proposal and to comment on it, follow these steps: - Go to Regulations.gov and enter the proposal's docket number in the search box (for example, "TTB-2014-0001")
- After the docket appears on the screen, click the "Open docket folder" link to view all rulemaking and supporting documents and all public comments posted to the docket
- Any proposed rule or other document within the docket that is open for public comment will display a "Comment Now" link next to the document's title
- Click on the "Comment Now" link and complete the comment form as directed
- Click the "Submit Comment" button to send your comment to TTB
If you receive a comment tracking number (for example: "1jy-98t1-36mv"), the Regulations.gov system has received your comment. TTB will review and post your comment for public viewing in the appropriate Regulations.gov docket, generally within two business days. You may also use the Regulations.gov"Advanced Search" function to locate any Regulations.gov docket or document. Use this function if you don't know a proposal's docket number, if you want to search for all TTB's regulatory proposals open for comment, or if you want to find another agency's regulatory proposals. USTR REQUESTS COMMENTS ON FOREIGN PROTECTION OF INTELLECTUAL PROPERTY RIGHTS The United States Trade Representative (USTR) recently published a notice requesting comments from interested parties on foreign countries that deny adequate and effective protection of intellectual property rights (including brand names and trademarks), or that deny fair and equitable market access to U.S. persons who reply on intellectual property protection. This information will assist the USTR in developing its annual watch lists of foreign countries under section 182 of the Trade Act. The USTR notice lists various February and March comment deadlines, and also announces a public meeting concerning this subject on February 24, 2014, in Washington, DC.
